Demand Signal Infrastructure

Aggregates and standardizes demand signals across hub and spoke countries in the same format as OECD markets. Companies see Nigeria's demand for diagnostics as structurally identical to Germany's — different price point, different cost-of-non-service ratio. Companies self-select; we don't recruit.

The country activation protocol

Open-source. No permission required.

The Rwanda Model — single-desk, multi-agency onboarding, 90-day go-live guarantee — is codified and published. Any country can adopt it without applying to us, without our endorsement, without going through any process. We provide technical assistance. We do not control access.

If countries need our permission to join the coalition, we are the bottleneck. If the protocol is open and any country can adopt it by declaring compliance and publishing their commitment, the coalition grows without us. The incentive is commercial, not political.

Outcome-based demand signals

The cost-of-non-service index measures what populations actually need and at what price point. Low-quality services that don't deliver outcomes don't score well. Capital flows away naturally — without our judgment.

Local partners with skin in the game

Community-rooted local partners whose income depends on real outcomes will not adopt technologies that don't work. A distributed quality filter operating at far greater scale than any central body could.

MECHANISM · 03

Thin governance for signal integrity

A standards body modelled on IETF/W3C governs three things: signal methodology stays non-gamed; standards stay non-captured; index stays auditable. No authority over participants — only over infrastructure integrity.
